Steal This Idea! - Government Edition
Paul Taylor, Ph.D., Senior Fellow, Center for Digital Government
Information Technology is a daunting challenge in the best of times, and it is even more difficult today as governments face tightening finances and diminishing revenues. Under such circumstances, the smart thing to do is look for opportunities to borrow ideas from other jurisdictions who have demonstrated savings of time and money in solving major service delivery challenges. But where to look? There are 94,731 city, county and state governments across our nation. This fascinating session provides - at a pace not unlike a 3-day tour of Europe - the best of hundreds of nominees and dozens of winners from the Center for Digital Government's intensive national surveys of best and emerging practices in the public sector IT community. Be prepared to borrow an idea... or 10.

IT Governance and Project Management
Capital Room
One of the hottest topics nationwide is how to create an effective and economical IT governance structure. Every government organization faces a similar set of problems: how to strike the right balance between centralization and decentralization; how to ensure fair representation and engagement; how to evaluate investments; and, above all, how to organize and manage it all. This session takes a look at best practices and lessons learned.
Lori Boak, Deputy Chief Information Officer, Department of Administration, State of Arizona
Steven Maher, Senior Principal, Clarity, CA, Inc.
Information Storage and eDiscovery/eRecords Management
Five Spot Room
As storage requirements continue to grow exponentially, organizations are looking at a growing range of storage hardware and software resources. The technology exists, but the issues go beyond imaging and electronic document management - they involve complying with existing laws and determining what needs to be retained in a resource efficient manner and for how long. This session will examine the state of electronic records retention and management, including a look at the legal issues and how government entities are preparing to meet new obligations for eDiscovery under the changes to the Federal Rules of Civil Procedure.

IT Consolidation and Shared Services Update
Rainbow Room
In today's economic conditions, it is more important than ever to drive efficiencies. As a result, government organizations are continuing to focus on simplifying, unifying, consolidating and collaborating. In addition, studies have shown that moving to a shared services model gives organizations the opportunity to shift budget from administrative activities to front-line, citizen-facing services, helping to drive significant cost reductions while at the same time improving government services. This session will examine industry trends and current IT consolidation and shared services efforts in the state of Nevada.

The Multi-Generational Workforce
Ron Crouch, Director, State Data Center, University of Louisville
The workforce and the organizational culture are changing. Baby Boomers have been the dominant voice of the workforce. As they begin retiring in droves, the workforce is shifting to a multigenerational workforce. GenXers and Millennials are moving in and up the organization as Baby Boomers leave. These generations are now working alongside each other, bringing different work ethics, work styles, and motivations to the government work place. What are the characteristics of the different generations? What does it take to motivate and reward the multi-generational workforce? How does Nevada's workforce population compare to the rest of the country? This session will explore these questions and Mr. Crouch's candor and humor keep things lively.

Green Technology and Sustainability
Rainbow Room
Some experts estimate that Nevada's population will increase by 50% over the next 20 years. The rate at which Nevada is consuming potable water cannot be sustained. In the midst of these pressures, government leaders are increasingly being called upon to "go green". What does going green mean? How can leaders go beyond the rhetoric to help create sustainable communities? How can the government reduce its own carbon footprint? What technologies are in place now that can be used in this effort? What are some of the trends and innovations just around the corner that can be used? This session will explore these questions and provide ideas on how to create a sustainable future for Nevada.

Government Portals: a new era of service
Five Spot Room
This session will examine the rise of government "Portals" as a means of providing government transparency, constituent interaction and eServices. Technology and the Internet have become a powerful force in today's government service model and "Portals" are seen as the delivery mechanism. There is more to the story, of course, as not all "Portals" are created equal and many fall short of achieving the true business goals. In this session we will discuss these issues and provide some best practices examples that enabled the City of Las Vegas portal to be recognized as the 2008 "Best of the Web" award winner.
Gregory Duncan, eGovernment Officer, City of Las Vegas
Angela Nordstrom, Director of Portal Development, NIC Inc.
